Major Issues and Tasks of the Deinstitutionalization for the People with Disabilities: A Focus on Seoul

Abstract
The purpose of this study is to suggest the improvement plan for realization of future deinstitutionalization policy for the people with disabilities by analyzing the major progress and issues of the policy. Using the process analysis method, one of the social welfare policy analysis methods of Gilbert and Terrell(2005), we reviewed the concept and background of the deinstitutionalization policy for the disabled and explored the macroscopic flow and improvement plan focusing on the main issues related to the policy in Seoul. As a result, there are some problems such as facility-centered policy for deinstitutionalization support and lack of manpower and services to settle in the local community after deinstitutionalization. The suggestions for this are as follows: First, deinstitutionalization policy should aim at independence from facility to community. Second, individual support system should be established by installing deinstitutionalization support center. Third, various housing services should be secured to guarantee housing options for the deinstitutionalized persons with disabilities. Fourth, activity support services for the deinstitutionalized persons with disabilities should be expanded. Fifth, services to support daytime activities after deinstitutionalization should be expanded. Lastly, support for informal carers such as families is needed.
